Description of Work
The position, with the Integrated Mobility Division, serves as a Regional Transportation Planner Analyst. It is responsible for providing technical assistance with regards to multimodal transportation, planning, assistance to local and regional governments and coordination with regional planning organizations (RPOs, MPOs) and public transportation systems within a specific geographic assignment area. The assignment area will include an approximately 25-county region with both urban and rural elements and will require regular coordination with metropolitan and regional planning organizations (MPOs, RPOs) and local transportation groups. Specific areas of responsibility are planning assistance, programmatic guidance, coordination and implementation of activities related to federal and state planning programs. Key responsibilities may include administering multimodal/bicycle/pedestrian plans, management and/or conducting planning projects for local governments and transportation systems, assisting with technical research projects, creation of planning best practices, quarterly report review and tracking, understanding federal and state program areas. This position may also be asked to lead research, policy and related projects; research state and federal laws and policies regarding multimodal, bicycle, pedestrian and transit travel and ensure the Division is meeting federal and state programmatic requirements; provide guidance to other business units in NCDOT; and describe the work of the Division in public presentations. The position will require managing one or more state and federal grant programs related to multimodal planning studies, including defining of programmatic goals, maintaining program materials and web content, processes related to outreach and communication of grant offerings, contracting of consultants, engaging in procurement processes, and creating multiparty project agreements, in addition to organizing the programs(s) annual schedule and staff assignments. This position will require key leadership and support to the Planner I position when leading projects and facilitating complex assignments. This employee works under the supervision of the Regional Planning Manager in the Planning and Programming Section.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC17; $58,613-$102,574

Management prefers applicants that demonstrate the following:

  • Considerable knowledge of multimodal, bicycle, pedestrian and transit planning principles, techniques and procedures and their interrelationship
  • Considerable knowledge and understanding of Federal and State laws, guidelines and funding programs related to multimodal, bicycle, pedestrian and public transportation infrastructure and systems
  • Demonstrated ability to concurrently manage multiple planning and research projects and studies
  • Demonstrated ability to direct, organize, and oversee the activities of consultants and research partners.
  • Demonstrated ability to establish and maintain effective working relationships with a range of state, federal and/or local officials


Minimum Education and Experience

Bachelor's degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment; or an equivalent combination of training and experience.
