JOB DESCRIPTION
Apex Systems is seeking a Lead Consultant - Enterprise Data Governance to design, stand up, and lead enterprise-wide data governance programs for complex organizations. This individual will serve as the strategic driver of governance initiatives, responsible for building frameworks from the ground up and ensuring alignment across frameworks, committee structures, policies, stewardship, metadata, quality, and access and classification controls.
The ideal candidate has personally led and implemented an enterprise end-to-end data governance program, built governance playbooks, and driven adoption across business and technology stakeholders. The Lead Consultant must be able to operate independently, advise executive stakeholders, and clearly articulate how governance initiatives connect to broader data, analytics, security, and compliance workstreams. Employees who are not actively deployed on a client project and reside within a one-hour commute of an Apex branch office are expected to work onsite at least once per week.
RESPONSIBLITIES
- Design and implement enterprise-wide data governance frameworks, operating models, and roadmaps.
- Stand up and mature governance programs, including policies, standards, procedures, and enforcement mechanisms.
- Develop and formalize governance playbooks and instructional guides to enable consistent adoption.
- Establish enterprise data quality frameworks, including profiling, monitoring, controls, and remediation workflows. Be able to create data quality Playbooks for remediation and action paths for stewards.
- Define and implement data classification and labeling standards, ensuring alignment with access controls and security policies.
- Design and formalize stewardship models, including roles, responsibilities, escalation paths, and accountability structures.
- Build and operationalize business glossaries, data catalogs, and metadata repositories.
- Establish and document data lineage capabilities across critical systems and domains.
- Implement and configure enterprise governance tools such as Collibra or similar platforms.
- Advise on metadata and MDM strategy, including technical and business metadata & MDM integration.
- Collaborate with security and compliance teams to align governance controls with regulatory requirements for data access and privacy protection.
- Explain and justify governance sequencing and dependencies to stakeholders (e.g., why policies precede stewardship, how classification impacts access).
- Drive cross-functional alignment across data engineering, analytics, architecture, and business teams.
- Operate independently as the governance subject matter expert, without requiring close oversight.
- Have knowledge and be able communicate why and how data governance enables AI Governance and the differences amongst the two types of governance.
- Ability to influence senior stakeholders
- High-level knowledge and understanding of data bricks, snowflake and alike platforms
JOB REQUIREMENTS - 8+ years of enterprise data governance experience.
- Proven experience standing up and implementing a full data governance program.
- Strong expertise in:
- Data governance frameworks and operating models
- Enterprise data quality programs
- RACI Creation
- Data classification and labeling
- Metadata and MDM management
- Business glossary and catalog development
- Data lineage implementation
- Data Governance Domains and Sub-Domains
- Hands-on experience with Microsoft Purview, Collibra, Atlan, Alation, or comparable governance platforms.
- Deep understanding of the relationship between governance, data access controls, and compliance.
- Demonstrated ability to create governance playbooks, standards documentation, and instructional materials.
- Experience defining stewardship structures and accountability models.
- Strong stakeholder management and executive communication skills.
- Ability to explain interconnectedness between governance and adjacent workstreams (data engineering, security, analytics, MDM).
- Working knowledge of SQL (not hands-on heavy, but able to engage technically with data teams).
- Ability to operate independently in client-facing environments.
- Bachelor's degree in Information Systems, Computer Science, Data Management, Business, or related field required; Master's degree preferred.
- Background in Master Data Management (MDM) programs preferred.
- Experience aligning governance programs to enterprise data strategy initiatives preferred.
- Advanced Data Quality Skills preferred.
- Familiarity with regulatory environments (financial services, healthcare, etc. preferred.
- Experience scaling governance across multiple business units or global organizations preferred.
